The Global Charter on Children’s Care Reform is a shared global commitment to ensure that every child grows up in a safe and loving family, not in institutional care.

It recognises that most children are separated from families not because they are orphans, but due to poverty, lack of support, and gaps in services challenges that can be solved.

The Charter focuses on addressing the root causes of family separation, strengthening families and communities, and ensuring that when children cannot remain at home, they are supported through safe, family-based alternatives like kinship or foster care.
